Cell Tower Requirements

Applicant selection requirements in order to obtain a valid license to built, erect, and repair radio and radar towers​

Determination is based on three evaluation criteria for companies applying for the above-mentioned license. They will need to meet and adhere to the relevant regulations and decisions

General Company Business Plan

1 A sound strategy and plotted action plan that adds value to the Kuwaiti telecommunications market, as well as a proven track record of success.
2 A complete market study, including a five-year plan with pricing rationale, and a goal of ongoing service quality improvement over time.
3 The quality of range and degree of services provided, including current and future innovations and services.
4 Comprehensive management of business affairs, including administrative, sales, customer service, maintenance operations and marketing plans.
5 Human Resources plan (HR), laying out the degree of commitment and compliance to Kuwaitization in staff, in accordance with the laws and regulations of the Public Authority for Manpower.​

The Company Technical Abilities Plan

1 ​A brief description of proposed plan and the proposed approach to providing said services in Kuwait including launch date of service and Recommended areas of focus.
2 A detailed and thorough description of the constructed infrastructure and facilities adjacent to the tower.
3 Availability of alternative solutions in the event of external events (with consideration to timescale) to ensure that adequate coverage is accessible at all times.
4 Proven financial and technical ability to construct and maintain towers according to international best practice standards as well as those standards issued by CITRA.
5 High degree of on-site occupational safety standards that seek to limit accidents to workers and ensure their safety at all times.
6 Green environmental management policies and standards that are proven to have the least damaging effects on the environment.
7 Building codes and standards compliance in order to complete long-standing buildings, and to fortify them against climatic conditions such as internal cracking due to rain; or building collapse due to defective construction; or use of low quality building materials used with disregard to building codes and standards.

Have at least 3 years of technical on-hand experience in the field of construction and maintenance of communications towers.



* In the event of a joint cooperation between a local business entity and an international one, the international entity’s share must not be less than 40%.   • A copy of the commercial license
  • A copy of the commercial register
  • A copy of the articles of incorporation
  • A copy of the signature of the authorized individuals and authorized signatories
  • A copy of the automated address number pertaining to the company
  • A copy of the civil ID of the license holder and of the authorized signatory
