Cell Towers​ Regulations​

CITRA is responsible for developing the necessary standards and regulations for construction and maintenance of cell towers in the State of Kuwait. The cell towers regulations aim to achieve the following objectives:

- Establishing a framework that regulates the issuance of licenses and/or required certificates to allow the licensee to construct, develop and maintain radio communications base stations (cell towers) in accordance with the laws, regulation and policies issued by the relevant government authorities in the State of Kuwait.

- Developing the necessary procedures to construct, develop and maintain radio communications base stations (cell towers) to achieve the following:

  • Ensuring compliance with uniform procedures of constructing, developing and maintaining radio communications base stations (cell towers).
  • Providing best practices to ensure compliance with exposure levels to electromagnetic fields to protect public health and safety.
  • Developing transparent procedures to regulate the allocation of radio communication base stations (cell towers) as well as the preferred types and design.
  • Specifying the required licenses, certificates and relevant procedures issued by relevant authorities for the construction, developing and maintaining radio communication base stations (cell towers).
  • Encouraging tower sharing that limits unnecessary infrastructure duplication and promotes the shared use of radio communications base stations (cell towers). ​​
